Endorsements are amendment forms that change the terms and conditions of a basic insurance policy, in this case, a Homeowners' policy.  I'll give you an example to illustrate.  Most Homeowners' policies exclude coverage for damage caused by earth movement.  This can be anything from an earth quake to a sink hole to any form of erosion.  In most cases, this coverage can be added by amendment to the policy by attaching an endorsement that would extend coverage for this type of loss.  One coverage exclusion that can never be added by endorsement to a Homeowners policy is Flood.  Only a separate Flood Insurance policy will protect you for that type of loss.
