A homeowner’s policy is designed to pay for damages to your home and personal property that arise from named perils.  These perils include fire, wind, etc.  They do not include issues that have to do with maintenance of the structure.  It is highly unlikely that your homeowner’s policy will pay for the removal of asbestos from the building.
