The best insurance company is a financially strong carrier that accomplishes your objective with the least cost and the most flexibility for change in the future.
That may not be what advice you are looking for, but it really is helpful when comparing various policies. There are many choices and life insurance is just too important to try and purchase yourself. You will never pay for the services of an independent agent, but they can be valuable in helping you define and accomplish your goal.

You can look at ratings done by agencies such as S&P, AM Best, Moody's, and Fitch's to see which companies have the highest ratings. There are several that rank at the top in all categories. However, insurance companies are strictly regulated, and you can feel safe buying a policy with any company that ranks in the top several categories of ratings.

That is a very subjective question. There are many different ways to measure life insurance companies. The 4 financial rating services that Peggy mentioned are probably the most common. However, you can choose to measure by policies in force, customer service ratings, claims paid ratings or even number of active agents selling for a specific company can all be used to measure number one. To be more specific would be helpful.
