    Each state has a state insurance commissioner. The state insurance commissioner has several ways in which he or she can regulate a life insurance company. The most important thing that they do is regularly check the financial capability of the admitted companies to keep their promises. The commissioner is also the person that licenses agents to sell life insurance in their state.
