For green card holders to become eligible for Medicare, they have to meet 2 conditions:

    1) Work in the United States for at least 40 quarters and paying FICA taxes for Medicare (as it is for everyone).
    2) Live in the United States for at least five years continually (can’t do 2 years here, a year somewhere else, and then 3 more years here).

If you meet condition 2, but not condition 1, you would be able to get Part A, but would have to pay the premium (up to $426 per month in 2014). Part B premium is paid by all Medicare beneficiaries regardless.

I hope the information is helpful - please feel free to contact me for help and if you have any other questions. Thanks very much.
