    Medicare will generally not cover routine podiatry unless a person is diabetic.  If there is a medical reason that surgery is needed then Medicare may pay at that point.  A diabetic person may receive periodic podiatry exams and toe nail clipping.  This is allowed due to the risks involved with diabetes.
