   Obamacare decreases funding for Medicare by more than $700 billion between now and 2020. The cuts will be used to fund rebates for those under age 65 who either do not have insurance now or will be purchasing health insurance through the health insurance exchange (now called the marketplace). The subsidies are for low income individuals.
