Secondary Medicare helps take cost of the medical bill low.  Example, Horizon Blue Cross/Aetna/Humana etc.  This helps pay the cost of the Part A and Part B  20% cost, you will need to pay for medical treatment, and bills.  This includes copayments, deductibles, and coinsurance.  To keep your cost low one need to buy a Medicare Supplement plan or a Medicare Advantage plan.

Medicare is governed by law.  There isn’t an insurance company involved.  Enrollment is mandated by law.  If you are covered by an employee sponsored program you can elect to delay enrollment in part B.  The benefits under part A and B form the basis for the payment of all insurance benefits.  If you have medical insurance that continues past age 65 that insurance coordinates its benefits with Medicare.  That is true if you have a supplemental policy as well.
