    Medicare Supplement, or Medigap insurance was more of an evolution than anything else. The federal government put forward a voluntary certification option for insurers in Section 507 of the Social Security Disability Amendments of 1980 which had minimum standards.

    There were at least three legislative acts that began the structure of Medigap regulations: The Medicare and Medicaid Patient and Program Protection Act of 1987, The Omnibus Budget Reconciliation Act of 1987, and The Medicare Catastrophic Coverage Act of 1988.

    The Omnibus Budget Reconciliation Act of 1990 replaced some voluntary guidelines with federal standards and was later amended in 1995. The "lettered" plans came to be in the 1990s with some being dropped in 2010 leaving the main Medigap plans we how have.

    To most folks, the Medigap plans can be confusing and it is always best to work with a knowledgeable insurance professional to find the plan that works best for you.
