It depends on your area and individual circumstances.  There is no one best plan.  A good agent will analyze your needs and circumstances and help you choose the plan that works best for you and your goals.  Medicare Advantage Plans differ according to area/  Medicare Supplements, while the plans offer the same coverage company to company, there is a whole alphabet of options.  Plan F will offer the most comprehensive coverage, but it is also the most expensive.  If you do not mind paying a little out of pocket, thee is a high deductible Plan F that is very affordable.  Don't let the term High Deductible concern you.  Medicare pays their 80% until your deductible is paid,so its not a bad deal.  Plan N is another option if you do not mind doctors copay's.  Sit down with a good experienced agent who specializes in both Medicare Supplements and Medicare Advantage and go over your options.

Original Medicare plus a Medicare supplement plan allows you to use any doctor or hospital anywhere in the US. There are no networks, no non-par provider penalties. Your out of pocket for Medicare Part A and B covered expenses are limited to $2110 or less during a calendar year.

Most Medicare Advantage plans have networks that require you to use doctors they chooe. If you slip out of network you will incur significant out of pocket penalties. Your network out of pocket is capped at $6000 or less with most plans. There may not be a cap on out of network charges.

You should choose the Medicare plan that best suits your needs and budget. Medicare Part A and Part B are required before you can purchase a Medicare supplement or Advantage plan.

If you need to budget your monthly expenses and avoid large out of pocket claims a Medigap plan is best.

But if you are healthy and will remain so the Advantage plan might be a better choice.
