A Medicare beneficiary is simply a person who is covered by Medicare. The word "beneficiary" is not used here as in life insurance, where the proceeds of the policy go to someone specified by the policy owner. Here, "beneficiary" means recipient, or the person who is receiving the health insurance benefit of having Medicare coverage.
