    In 2000 the IRS started the Federal Payment Levy Program.  Through this program the IRS collects overdue taxes by taking money from a variety of sources.  The cost of Medicare is a tax and it appears that the IRS can take that money from other entitlements that you might receive.  You do have some rights under this act which you should review.  Additional information is available on the IRS website.
