Yes, a landlord can require a tenant to purchase renters insurance. Landlords are responsible for insurance that covers the dwelling, but renters are responsible for their belongings. Renters can also be held liable for any injuries that happen in the dwelling, which would be covered by the renters insurance.  Since renters insurance is so inexpensive, it's always a good idea to have renters insurance, rather than risk losing everything.
