    Yes he can.  Many are starting to do so.  It provides extra protection for a landlord in the event of lawsuit.  A landlord has the right to put in any clause he would like in a lease as long as it is legal and non-discriminatory.  I advise carrying renters insurance anyway to protect yourself and your belongings.
