Insurance is a contract between two willing parties.  If the company doesn’t like the risk that your rental unit poses, it can and should decline to insure you.  In that way it is protecting the other customers who they do insure.  There are several reasons that they might decline a rental policy.  Possession of a dangerous pet would be one.  If the property has a history of losses it could be declined.  If you are engaged in a business in the rental unit that could also be a reason a company would decline your property.
