I doubt that it is a violation of law in any state to require that a tenant have a renter’s policy.  The renter’s policy puts the tenant on notice that the landlord is not responsible for the contents of the building occupied by the tenant.  It also reinforces the fact that the landlord is not responsible for a lawsuit arising from the rented property.
