    Probably because the actuaries in Underwriting have calculated the risk of something happening to property in NY to be higher than in Wyoming. With millions of people, there is much more likelihood of a burglary or other perils befalling a tenant. I don't know for sure if you are talking about in Manhattan, but if you are another possible reason is that the premium is calculated in part by the value of the Personal Property. People living on 5th Avenue tend to have more- and more expensive things than the Average Joe!
