    A 403(b) retirement plan used to be called tax sheltered annuities, but with the addition of mutual funds, has kept its section of the code title. Self-employed ministers, public school and certain non-profit employees of 501(c)(3) are generally the plan participants of a 403(b) which has similar tax treatment of a 401(k).
