   What is the best retirement investment plan?   The best is the one that you will actually DO. A plan doesn't matter if the person does not create the habit of consistent funding of the plan. The best retirement plan is actually the discipline to save. It doesn't matter as much where a person does this as it does that they actually save.  "Best" after creating the habit of saving is the plan that fits your "risk" tolerance, which is different in each person.
