    No it is not going to cover underground plumbing.  It would be very hard for underground plumbing to be damaged by a covered peril.  If you feel there is an unusual situation that may possibly be covered then examine your policy or call you agent.  He can help you determine whether it is covered or not.

    Generally no, a homeowners policy will not cover damage to underground plumbing. For the most part, other than wear and tear (which is not a covered peril in such a policy) earth movement of some sort might be about the only cause of damage to such systems. Earth movement is an excluded cause of loss in a standard Homewners policy which can, however, be endorsed onto your policy. Talk to your Insurance Professional about this and all of the terms and conditions of your particular policy.
    That having been said, if the underground plumbing is damaged by an outside force, for example, a dump truck that drives over yoiur property, compressing the soil ad thus damaging the plumbing system, this should be covered by the contractor's General Liability or Commercial Vehicle insurance.
