    A homeowner’s policy covers damages caused by specified perils.    These perils are described in the policy and while comprehensive there are some perils that are excluded.   If the cause of the foundation problem was damage by a specified peril it would be covered, however it more likely that the damage would be cause by earth movement which is an excluded peril.
