    If I'm understanding your question correctly, you're asking which person (example: you or your spouse) would be the primary person on your medicare coverage. Is that's your question, then here's the answer.... There is only one single person on a medicare "policy". Each person applies individually and each person has their own card. So each person that is on Medicare is primary and nobody else is on their "policy" or card.
